Salvage title — What You Need to Know
The vehicle has been declared a total loss by an insurance company and carries a salvage title brand. Salvage vehicles cannot be legally driven until they pass a rebuilt/salvage inspection in most states.
Seller guidance
You must disclose the salvage title status in writing. The bill of sale should state "salvage title" prominently. Some states require a separate salvage disclosure form. Do not represent a salvage vehicle as a rebuilt title unless it has passed the required state inspection and been formally re-branded.
Buyer guidance
A salvage title vehicle cannot be registered for road use in any state until it passes a state-mandated rebuilt inspection. Lenders rarely finance salvage title vehicles, and insuring them for full value is difficult. Even after a salvage vehicle is re-branded as "rebuilt," it will always carry diminished resale value.
Legal note (Texas-specific)
Texas issues salvage vehicle titles through the TxDMV. To rebuild and retitle, the vehicle must pass a salvage vehicle inspection by the TxDMV. Submit VTR-61 (Rebuilt Salvage Motor Vehicle Inspection Report). An anti-theft inspection by the National Insurance Crime Bureau (NICB) is also required. The rebuilt title will carry a "rebuilt salvage" brand.

Devine Salvage title trailer pdf — when to file
Texas requires title transfer within 30 days of the sale date on the bill of sale. For salvage title transactions specifically, file at Texas TxDMV – Devine (Visit https://www.txdmv.gov to find the nearest Devine office) during normal hours: Mon–Fri 8:00 AM–5:00 PM (verify hours with local office). Texas TX does not require a notarized bill of sale; however, Form 14-317 (Affidavit of Motor Vehicle Gift Transfer) must be notarized. Miss the 30-day window and Texas typically charges a late-transfer penalty plus accrued use tax, and the seller can remain on the title for civil liability until the buyer completes retitling. Bring the signed title, the completed Devine bill of sale, your government-issued ID, and payment for the $33.00 title transfer fee plus 6.25% sales tax on the purchase price.
