Trailer Title Transfer — Complete Guide for All 50 States

Most states only require a title for trailers above a GVWR threshold — commonly 3,000–4,000 lbs. Lightweight utility trailers are often exempt. But California and Florida require a title for all trailers sold, regardless of weight. Boat trailers are always titled separately from the boat itself.

Trailer Types and Typical GVWR

Utility Trailer
Typical GVWR: 1,000–4,000 lbs GVWR
Open flatbed trailers for hauling equipment, materials, ATVs, or motorcycles. Many are under the GVWR title threshold in most states.
Enclosed Cargo Trailer
Typical GVWR: 2,500–7,000 lbs GVWR
Enclosed box trailers used for moving, business, or hauling motorcycles. Usually exceed the title threshold.
Horse / Livestock Trailer
Typical GVWR: 3,500–14,000+ lbs GVWR
Bumper-pull or gooseneck horse trailers. 2-horse bumper pulls near the 3,000–4,000 lb threshold; larger stock trailers well above it.
Boat Trailer
Typical GVWR: 1,500–8,000 lbs GVWR
Trailers designed to haul watercraft. Titled separately from the boat itself — different forms, sometimes different agencies.
Gooseneck / 5th Wheel Trailer
Typical GVWR: 10,000–30,000+ lbs GVWR
Heavy-duty trailers requiring a pickup with a receiver hitch extension or 5th-wheel hitch. Always above title thresholds.
Pop-Up / Folding Camper
Typical GVWR: 1,500–3,500 lbs GVWR
Lightweight towable campers. May be below title threshold in some states when empty.

Title-Required GVWR Thresholds by State

Always check the GVWR plate on your trailer before applying — it determines whether a title is required and which fee tier applies.

Boat Trailers — Always Separate from the Boat

Boat Trailer ≠ Boat Title
The boat trailer and the boat itself require separate title applications. Even when sold together, they go through different processes in most states.
Agency Difference
In Texas, the boat goes through TPWD while the boat trailer goes through the county tax office. In Illinois, the boat goes through IDNR while the trailer goes through SOS. Always file separately.
GVWR Still Applies
The GVWR threshold for title requirements applies to the trailer's rated capacity, not the weight of the boat on it. A 2,000 lb trailer rated to 3,500 lbs GVWR may still need a title in some states.

Permanent Trailer Registration — Where It's Available

Texas and Montana offer permanent trailer registration — a one-time fee that eliminates annual renewal. Ideal for trailers with long expected use life.
