What Texas requires dealers to document per sale

Licensed auto dealers in Texas must generate a bill of sale for every retail transaction. The document must identify the dealership (legal business name, address, dealer license number), the buyer (full legal name and address), the vehicle (VIN, year, make, model), the odometer reading at delivery, the agreed sale price, and the date of the sale. Texas publishes an official form — Application for Texas Title and/or Registration (Form 130-U) — which dealers may use. A properly formatted dealer-generated document that contains all required fields is also accepted.

Texas does not require the dealer bill of sale to be notarized. Both parties sign and retain a copy; the Texas DMV accepts the signed document for title transfer. Texas also requires a VIN inspection for certain transactions — verify requirements with the Texas DMV before completing out-of-state inventory sales.

Sales tax and title transfer requirements in Texas

Texas applies the following tax structure to dealer vehicle sales: 6.25% motor vehicle sales tax on purchase price. The buyer must complete title transfer at the Texas DMV within 30 days of the sale date documented on the bill of sale. The state title fee is $33.
